
Towards More Accessible Private Healthcare
Rising healthcare cost is a major concern for Malaysians. Addressing this challenge requires commitment to work with all stakeholders to shape a private healthcare system that is sustainable, transparent, and delivers real value. At its core, this is about protecting the well-being of Malaysians and strengthening the resilience of our nation.
RESET
RESET is a whole-of-nation effort to advance reforms aimed at addressing the root causes of medical inflation. RESET emphasises value-based healthcare, focusing on overall patient outcomes, optimising cost-effective healthcare services and enhancing access to quality care.
The effort brings together key players and stakeholders which include the Ministry of Health (MOH), Ministry of Finance (MOF), Bank Negara Malaysia, insurers and takaful operators (ITOs), private hospitals and clinics, doctors, consumer groups and other stakeholders to implement various initiatives across five strategic thrusts.
Revamp MHIT
The base MHIT plan is a standardised insurance and takaful plan which aims to provide affordable and more sustainable coverage for Malaysians to access essential private healthcare services.
The product will be launched in early 2027.
To assist individuals in planning their healthcare finances, new tools are being introduced:
- MHIT Made Simple Guide is a consumer guide that helps consumers navigate the journey to purchase MHIT products and to make claims. (Available now)
Access the guide at Financial Education Network - Hospitalisation and Surgical Insurance/Takaful (HSIT) Preparedness Calculator helps consumers estimate healthcare costs, assess insurance affordability and plan for out-of-pocket expenses. (Available soon)
Enhance price transparency
The Medicine Price Display Initiative was gazetted on 1 May 2025 through the Price Control and Anti-Profiteering (Price Marking for Drug) Order 2025. The objective of this initiative is to enhance public access to information on medicine prices, enabling consumers to obtain medicines at more competitive prices, are informed of the prices payable, and can make informed choices.
This initiative mandates all private healthcare facilities and community pharmacies to display medicine prices transparently to consumers. Price display must be implemented either by providing price tags on medicine packaging and shelves, or through a medicine price list made available to consumers.

The insurance and takaful industry will publish price ranges for common private healthcare services in Malaysia. Through greater transparency, consumers will be better able to compare costs and make informed decisions about their care before treatment is administered.
By disclosing price ranges for frequently used services, this effort promotes transparency, helping patients gain greater clarity and confidence in managing healthcare expenses.

Strengthen digital health system
Expand cost-effective options
As announced in Belanjawan 2026, the Government has expanded the tax relief initiative under Section 44(6) of the Income Tax Act 1967 to include private hospitals, aiming to enhance the accessibility of private healthcare:
"Bagi menggalakkan hospital swasta membantu pesakit kurang mampu mendapat rawatan kesihatan, hospital swasta dibenar menubuhkan Tabung Kebajikan Hospital yang diuruskan oleh Syarikat Berhad Menurut Jaminan (SBMJ). Pendapatan diterima oleh tabung diberi pengecualian cukai dan pihak yang menyumbang kepada tabung tersebut turut layak mendapat potongan cukai."
This tax initiative is designed to make private healthcare more accessible to those in need, covering treatment costs, medication, medical equipment, as well as welfare programs and health screenings
Transform provider payment mechanisms
The RESET Strategy reflects a commitment to a whole-of nation response required to deal with the multi-faceted issues involved to deliver better health for all Malaysians. Initiatives under the RESET Strategy work in tandem with other reforms to reform and strengthen healthcare in Malaysia. These include the health reforms spelled out in the Ministry of Health’s Health White Paper for Malaysia.
The Joint Ministerial Committee on Private Healthcare Costs (JBMKKS)
Recognising that addressing rising private healthcare costs and medical inflation requires a whole-of-nation approach, an inter-agency committee has been established to drive RESET initiatives.
This collaborative effort is led by the Joint Ministerial Committee on Private Healthcare Costs (Jawatankuasa Bersama Peringkat Menteri Mengenai Kos Penjagaan Kesihatan Swasta, JBMKKS), formed in June 2025. It comprises representatives from the MOF, MOH and BNM. The Committee is co-chaired by the Minister of Finance II, YB Senator Datuk Seri Amir Hamzah Azizan, and the Minister of Health, YB Datuk Seri Dr. Haji Dzulkefly Ahmad.

To support its mandate, the JBMKKS is assisted by a Steering Committee and a Consultative Council. The Steering Committee is made up of representatives from MOF, MOH and BNM to coordinate policy direction and implementation, while the Consultative Council brings together key stakeholders, including private hospitals, medical professionals, insurers and takaful operators, consumer groups and academia to provide technical input and feedback.
